Using an elephant bar is no where close to the same. Those outer weights are still on the ground for half of the lift or more.

Skinny small guy is only strong in that specific movement because he has trained it for thousands of hours and the nervous system has adapted to it. If you pick a movement that is new to both small guy and big guy, and let them try it, big guy will always be stronger.

All else equal gaining muscle makes you stronger but there is massive genetic variation in how much different people are able to get out of their muscle.
