I hate to burst everyone's bubbles but the martial artists of even the last few decades would be killed by the martial artists of today. Traditional martial arts (and all martial arts until pretty recently) emphasize kata and have no sparring. If you've never done it, it's more like choreography. The coach makes you memorize moves that assume your opponent is going to react in precise ways that they almost certainly won't. That works against people who have absolutely no training, but if those guys fought someone who even knew boxing and wrestling they'd get their asses kicked.

They also don't really teach how to close distance and cut angles. Modern martial arts do.

Bruce Lee famously never actually even sparred, much less competed. He was like 5 foot 7 and 130 lbs. He was an actor. It's fun to pretend but the original UFC had no weight classes. Guess what happened? The mythos that there's some special technique that means a really small guy will consistently beat a really big guy was just that -- a myth.

As for Chuck Norris I don't know much about him besides the memes, but he's like 154 lbs. He did know BJJ, but his striking from what I can tell is all traditional. I'd bet money he'd do better than bruce lee but probably get his ass kicked.

It's the same reason the chess masters of the last decade would get clobbered by the chess masters of today.

Bruce Lee was:
An excellent self-promoter
A good actor
A pretty good martial artist
A fighter of unknown, if any, capability

Seriously, he had almost zero documented fighting track record. The closest to a sanctioned fight was a tournament when he was 15, or some shit like that.

Martial arts were in their infancy in the West at that time, so you could say crap like "these are killing techniques, that's why we do non-contact sparring and kata only" with far less scrutiny. Bruce Lee was fast, we know that much. He also evidently had fair power behind his strikes, but arguably no more than a trained boxer or kickboxer. But as he says in his own movie, boards don't hit back. There is no evidence at all that Lee could take a hit without crumpling, or escape a hold, or whatever.

Dying young is arguably the best thing that happened to him: it allowed him to never once have to live up to the persona he had created.
