totally anecdotal, but yes. it happened to me when i started lifting. i think it was around 24-25.
not my height, that hasn't change. but everything else, yes.
penis size was coincidental. as you lose fat, more of your penis comes out. so if you cut to like 10%, you're surely going to gain something.

the only difference i've noticed from 18 to 33 is at 33 my facial hair filled out a bit and i have slightly more body and pubic hair. my penis size, height, and voice basically haven't changed since puberty ended. oh my hair got a tad darker at 30 as well. i think late puberty changes in your early twenties are possible but rare but most people are done puberty completely before 19.

Second puberty is bullshit.
Delayed puberty is a real thing though. Some people that were abused as kids end up looking very young or lacking in features until their mid to late 20's.
