Ok for real though you need to focus on becoming a normal fucking person so stay off of places like this, don't fall into weird fitness rabbit holes like TikTok and Instagram or Reddit, try to make friends irl and live life beyond a computer screen, sounds like that's a big part of your problems. Your problems are way beyond just being skinnyfat, but yes it will help to stop being skinnyfat.
I was skinnyfat too but on the skinnier end of the spectrum (scrawny with a belly poking out) and from the features you described it sounds like you're on the fatter end of the skinnyfat spectrum, do a mild cut, don't do an insane calorie deficit and starve yourself and definitely don't bulk right now, when I say a mild cut I mean mild. Don't forget to get a decent amount of protein in. Don't do any meme diets just eat normally while adhering to what I just said.
Do any basic resistance training program, maybe some cardio for your fitness but don't overdo that, it can be a beginner hypertrophy thing in the gym, some basic calisthenics thing, it does not matter as long as it's balanced (not super focused on upper or lower body but balanced, not super focused on pushing or pulling but balanced) go get your newbie gains in. For all of this to work you need to stick to things for at least a year or two.
TL;DR go outside and live life, don't do any weird meme shit with your diet and training, be consistent, all normie advice yes but it's what you have to do, there are no magic solutions
