This has been a thing since day dot, the country specific TLDs have always been managed by the relevant country. Some let anybody use them, others only let citizens use them

Yeah, but it's complaining about specific use requirements. It was supposed to be .com for commercial use, .org for non-profit etc. But in practice no-one gave a shit what you did, with the exception of .edu or .gov, much less checked up on you. These HOA cunts sound like a PITA and I can't see all this 'ROOLZ' shit lasting long. But I guess they could still take 'their' domain away from you meantime.

Since day 1. Think about the .edu domain. It is only allowed to be owned by educational institutions. Not every TLD is generic.
