EU legislation regarding the unified internal market makes it so they cannot be refused service. And legislation regarding price discrimination makes it so they cannot be charged more than German natives based on country of residence.

Although the price difference is bullshit, Dutch people are cheap as fuck. They'll drive all the way over the border for groceries and a tank of gas and safe 15 euros in the 2 hour process.

Most Dutch people aren't really cheap but they get a kick out of "scoring a deal".
They want feel like they "beaten the system" and managed to "be better off that their neighbors who aren't smart like them".

I am the exception: I really am cheap.
I buy no-brand items which is are way cheaper than the "cheap" branded items millions of Dutch people buy in Germany.
Those no-brand items are essentially the same price everywhere and as cheap as they can be.

That's why you don't do it just for one week's worth of groceries. If you do it for bulk-buying products with expiration dates far out into the future, you can literally save an average of 60% off of the entire purchase compared to buying in the Netherlands, without taking into account actual discounts.
Prices in the Netherlands are so completely out of whack because Dutch sales-culture strongly emphasizes the 'buy 1 get one free' model, and they pay out the ass for the 'one free' with inflated prices on basically EVERYTHING ELSE that's not part of a 'get one free' deal.
