I read the PDF. It's exactly what I thought it would be - the wrong people (i.e. not the author and friends) have started managing rubygems. That ruby central is a non-profit isn't even mentioned, let alone that it's made up from people from practically every notable company using ruby.
Frankly, rubygems needs this. To continue running things as they are with the recent prevalence of supply-chain attacks is mental. And if they can fix the god awful search that'd be good too. Search on rubygems is really fucking bad. It makes ruby look really fucking dead when searching 'mysql' doesn't even list 'mysql2', the gem you should be using, and instead lists 'mysql', a gem that hasn't been maintained since 2011, first).

They didn't kick out all the maintainers.The guy isn't the CEO of the foundation, he's the director of open source and worked on rubygems infrastructure while at fastly. Three of the four people that made rubygems sit or have sat on the board of rubycentral. Rubycentral has been bankrolling the project for the last three years. As part of that, they were paying half the maintainers that were kicked.
This is no more than rubycentral walking into their own back yard.

only barely better as a language, and on the other hand javascript's V8 makes it run so fast if you're not too retarded that it enables entire classes of uses you wouldn't consider ruby for (btw if you repeat the meme about muh slow jabbascript because of [insert random electron app] it's 99% of the time people doing idiotic things with the DOM, it's not stalling in the javascript parts.)
also personally I quite like TypeScript with type checked eslint plugin, it feels like the most reliable, capable implementation of a gradually typed dynamic language out there, much better than what exists in the python ecosystem, or what doesn't exist in ruby (lololol)
