DCs aren't just high level techs and management, they are logistics, security, pumbers, electricians, low level maintenance/grounds staff. Even most of the techs are low level enough where anyone could be trained to swap parts.

This isn't capitalism because the market would have shot those two by now. It's a form of cronyism because the only way something like this happens is if somebody in the government makes it happen and allows it to be state enforced. It's because both the government is corrupt and the economy is so locked down that things like this happen. Capitalism requires the absence of government intervention.
