why wouldnt they? in OPs story it could be a small business maybe 10 employees. if theyre all using systems to do their work they need IT guy.

No. He would be replaced by an entry level help desk position being paid $14 an hour to walk people through this shit.
The days of knowing the most basic computer shit getting you a cushy job are basically over.

Everything is contracted out now, including virtualization, support, development whether for an app or website, just everything. Jeets everywhere.

I have a small IT company, managing infrastructures for SMB clients. Good 50% of IT guys I meet are exactly like that legendary anon. I don't know if they get their jobs through nepotism, blind luck or sheer HR incompetency, but there's a fuckload of them in IT. I try not to burn them too badly when I evaluate their "work" and take over the infra. If they're not assholes and show some potential, I gladly suggest the company owner to keep the guy. We create proper documentation, deploy monitoring, deploy shit like WDS that makes the IT guy's job even comfier, and we try to teach them sysadmin basics so they can actually take care of the daily shit while we manage the servers, firewalls and whatnot. So yes, these jobs/guys still exist, at least in Europe. Needless to say, these exist at specific companies - big enough to hire their own IT guy, small enough to survive the IT guy being incompetent and also smart/dumb enough to not go for outsourced IT (at least from the start). However from what I keep reading here about murrica it seems like the SMB sector is non-existent there and it's only gay corporations. Horrible.

I had an IT job that dwindled down to give me fewer and fewer responsibilities, and I believe I only don’t have that job any more because the company is failing horribly. The jobs definitely still exist, although you get paid like shit and you will ideally learn some new skills eventually.

Even on call work would be good enough for someone with no recent job history, but you're right I did assume that.
