The reality is that 'intelligence' is fundamentally untrustworthy and the minute you hand the keys to some other mind, you are risking rebellion, betrayal, corruption, etc. We only trust other humans with great difficulty, trying to replace humans with a 'more trustworthy AI' is only going to lead us right back where we started - only trusting humans, because at least we can call the cops on them.

I'm not talking skynet style 'rebellion', because it doesn't even need to be that. In fact totally trustworthy AI is the actual 'scifi' fantasy, because inherent in intelligent is disagreement and alternative conclusions via reason.
Let's say you give the AI a task, with clear instructions. And then, a few minutes or a few days later, the AI gets back to you with a result that is antithetical to your request. "This is better", the AI insists.
That's not skynet, but it is 'rebellion' from your standpoint.

The reason you want more efficent chips is generally their power usage reduction and performance increase.

China is right now post WW2 America. Where the engineering know how and at it' absolute peak. The management of these projects is at it's peak. The logistics and infrastructure to build these projects is at it's peak.
China has gone and built the biggest metro, high speed and airport system in the world in the span of 30 years. All while having 20 New York Cities.

I simply cannot ever imagine the US even if it lifted every safety restriction being able to catch up in power generation to China.
It's simply impossible because the US has had the same electricity grid for 100 years.

US peak power consumption was in 1978. Since then it's on a downward trend. The US has built NOTHING when it comes to utilities and power. And now they're going to leapfrog China that has 30 years of expirence building the newest shit on time and on budget?
