It's usually subjective if you pick a program in each of the right categories above. Use vector programs if your making a logo/icon/illustraton, use bitmap programs if you're messing with a photo or stock image. Gimp, Inkskape, and Blender are free alternatives and have the same function as the paid programs but the paid programs tend to be used more in a professional environment.
