i think consciousness does remain active for a few mins when its quick and clean, but neurons are way too fried with pain too execute any cognitive functions, it just feels like hell for 2-3mins and then goes blank, as for body it can move for 4-5s that is because spinal nervous system is in shock and gives some direct signals to limbs
also these videos teach one lesson, always carry gun and suicide pills, better take your own life in last attempt of survival than go through such hell

Not possible, the drop in blood pressure makes them pass out in a matter of seconds. But those few seconds before that happens are something people often wonder about.

Personally, I'd give them something to remove the sensation of feeling neck down, then secretly quillotine them behind a curtain while they did some kind of task that doesn't require lungs and breathing, just to see if they would keep doing it.
