At public beaches, it's not necessarily enforced as strictly but there are still rules even if it is public (at least that's how it is in Texas). You can still be thrown out of public beaches if you do lewd things.
Where I am, most of the nude beaches aren't really used by degens unless you consider old people degens. It's mainly old people + some gay dudes + some straight nude people. Interaction between people is at normal beach levels. You don't really approach others or stare at them.
