That's the point. They're not fearing being arrested, they and their government knows they can't. What they know they can do is get the Asian Russian soldiers to secure and shoot Slavic Russians.
They're an unarmed population, controlled by a corrupt state with an army that doesn't look like them that would be used against them. The Russian state is deliberately designed to be oppressive to everyone within it, it's too big not to be.
That's why in the west our governments are recruiting foreigners and using "diversity" quotas in their police forces. You're less likely to violently (including shoot on sight) subdue someone that looks like you, sounds like you and could be you.

Do we have an official archive yet of every Russian self-termination video? I know there is a compilation of 100 of them, but that was a long time ago. It might be helpful to access just to show the average person what the war is really like on the Russian side. Most Americans outside 4chan don't even know Russians get used as human cannon fodder, and think it is roughly 50:50 between the two sides.
