I mean, yes and no. I'm sure Japanese probably use it in a more distinct way, but...jeez, how many times have I broken this down. I'm not mad at you, but I really need to make like a chart or something.
Netorare is not 'just' cheating. It is more accurately "The betrayal and loss of a person with whom you share an intimate relationship." Obviously, this is often girlfriends and wives or even boyfriends and husbands, but just as well, it can be family members like moms, aunts, sisters, or cousins. Or even when two characters are just friends but maybe one or both have feelings for the other and haven't acted on them yet, i.e. BSS. If a third party comes into the established relationship and drives it apart, that is netorare. More specifically, there must ALSO be a general theme of moral degradation, shame, loss, humiliation or betrayal. These negative emotions, from either the woman or more often the man, are what makes a story netorare and not just 'cheating'.
If a woman off-handedly mentions having a husband or is shown wearing a wedding ring, but he's never shown or even story relevant, it's just cheating.
