I've commissioned western voice actresses. As >>8758085 said it's by the word vs by the minute. Find out what their dos and don'ts are and find out what their previous works sounded like. Some have a surprising vocal range. Also be VERY specific in what you want. Be as autistic and as detailed as you need to be, since if they're half-decent they'll work closer towards your expectations. Some actresses do samples or re-takes for free, some don't and some charge, so be wary of that.

no, I only boost when I feel that I got more than I paid for. Even then, because of shitgami's dumbass fee structure it's better for the artist if I add the boost amount to the next request so I usually do that. I really only end up boosting if I'm not certain I'll make another request to them, or if they're not open and that particular piece was so beyond what I expected that I feel the need to make them know immediately.
Boosting is not mandatory, skeb isn't filled with mutts and even in the mutt comm world tipping isn't considered mandatory.
