Your right, I don't believe this happened. Nevertheless in the context of the story Jesus is absolutely giving more alcohol to people who have already been drinking, because drinking at dinner and parties was normal and a largely accepted part of the culture at that time and giving drink would have been seen as generous rather than sinful. The idea that Christians should not drink is largely a modern phenomena. Not even the Puritans subscribed to this ridiculous idea.

The Alcohol content would only be that low if the wine was incredibly fresh. Wine that had been stored for a normal period would have a much higher alcohol content. Perhaps higher than modern day wine, which is why it was customary to mix it with water before drinking.
