A queen's rule was often shaky and contested in itself. Even if they somehow transcended the internalized sexism they would have been saddled with as a pre-modern woman, and passed such laws, no one would accept them. That's basically asking to be overthrown and replaced with your son or brother.

There is no such thing as absolute power. It's an illusion. The power you have is always limited to what commands people are actually willing to carry out on your behalf, and premodern men, who held all the positions of power around a premodern queen, would not accept a queen trying to rewrite the fabric of society to be matriarchal.

The queens that approached genuine real absolute power with stuff like cult worship, i.e. cleopatra, generally did not care about that shit anyway and preferred to just be personally worshiped and attended to.

Women think society is built by men and specifically tailored for men instead of the horrendous dogpile power struggle it is. So when they get a taste of authority they quickly realize that men only treat each other marginally better than women and equally as horrible by the few men at the top.

If there was a society run by women it would immediately be divided into slave castes and managerial bossbabes.

Although the term existed back then, the first feminist movement began sometime in the late 19th century. Feminism during the age of monarchs was much different than it is today, with feminism being involved with literary studies, biology, secular humanism, and a lot of other complicated stuff today
