Is there a genuinely good way to stop a movement
Imagine you are the dictator of an authoritarian government and there's a movement forming across the country for democracy.. what are you supposed to do? Sending in the army would make it worse and they might turn on you. My best guess is to completely ban the news because realistically speaking if they never heard about democracy they never would've learned what it was.

Wedge strategy. Also known as progressive stack. Also known as 5th column. The best way to beat the opposition is to control it yourself. That's why they keep the slow boil going on this site instead of shutting it down, there's still the delusion of controlling people up against the reality that dissenters will never surrender, they'll find another vector when this one is shut off. First they compromised 4chan HQ, and I said nothing because nobody asked our help. Then they censored /k/ and I said nothing because I'm not a gun freak. Then they . . . well . . . most of the site is still working but you can clearly see progressive stack tactics on /pol/. They create a faux right that's idiotic about everything, but has the backing and exposure of bots across multiple platforms. They scoop up your bottom 30% of users and then start denouncing things. Whatever they want denounced. The conversation is over by that point, people are looking for a new movement.

You can also generate "kompromat" on your enemies. I think about that every time some variation of pedobait themed thread shows up on any board. The raw analytics of what you click on, are supported by a profusion of shitty slide threads. Killing us slowly, or so they think.

No revolution was ever run by peasants, they were always foreign agitators, bourgeois, mutineers, those already in the system who wanted the position for themselves or some blend of these.
The former need to be totally removed, but you can reduce the workload considerably by not making enemies of other countries unnecessarily. The next 3 are a mixed bag. The soviets tried to get rid of the bourgeois but ended up with apparatchiks and nomenklatura who are basically the same thing. Soldiers often have good reasons to mutiny, they went through basic training and risked their lives defending their country, they were loyal, only for some incompetent or corrupt officer to starve them on the front lines or something. Those closest to you might turn on you if they sense you are no longer the same person you were during your illustrious rise to power or you have lost the plot, like they did to Gaddafi.
2 people in cahoots playing Risk will always defeat the third player, they may have to split the winnings, but they never lose, meaning they can play 100 times and bask in 50 winnings, whereas the best individual player will win maybe 10 times then lose everything. The 2 players will cooperate as long as they both desire the security of never losing and will willingly waive the full winnings, thus systems depend on maintaining whatever arrangement made them possible. Screw it up and the whole thing collapses. Game theory is a bit of a meme, but if you learn how it applies in the real world you quickly see how systems develop among treacherous self-interested human beings.
