Why are you ignoring the previous 500 years of European invention in favor of modern meme trains?
Japan is high IQ with a population of 100 million so they occasionally make a contribution to science, they were ahead with electronics in the 60s, 70s and 80s, but then lagged behind the west as computing became big and drew its attention while the Japanese economy stuttered.
All of this is due to autism. Electronics is more appealing than software because it is comprehensible by the human mind whereas a modern CPU and the clusterfuck of software and programming languages can't be fully grasped without mental shortcuts. Japan's centralization is also due to autism. The love of rules and following rules means Japanese people tolerate mild inconveniences for some idea of the greater good, it is why it is a high trust society but their "salaryman" culture is a nightmare.
It should be easy to see why Japan was ahead of Europe with bullet trains. In terms of population density, which favors rail travel, Japan isn't much different from England, Benelux and Germany so this doesn't really explain it. Rather Japan was fond of making these large investments, whereas in Europe it has to have a raw economic basis, there was public support for shows projects like this. You see it in China also with their massive infrastructure projects which look cool but have dubious utility. Some call it "collectivism", they imagine they are included in these projects by the state, maybe psychologically it gives them a sense of social acceptance and asians are more sensitive to fear of social alienation and humiliation since they lack the European "liberty gene".
In any case it is obvious from this and general knowledge that east asians are more collectivized/centralized/autistic. So of course they're going to want to push trains to their logical conclusion.
