The ottomans unironically had their shit together, more so than any central or eastern european state. There's a reason the HRE barely pulled draws until the austrians cobbled together something approximating an actual state.

It was but not in the way you're thinking. The Balkans were abysmally underpopulated because of medieval warfare and the stability of Ottoman rule is what allowed their populations to rebound.
