Tattoos and piercings have been around for thousands of years.

Clockwork Orange in 1971 is when most alternative fashion became popular and the actual colorings were available earlier.
Tattoos began as an industry in the nineties and grew based on the spread of tattoo chains and equipment. Nevada was a major place that helped it grow because of the weak licensing requirements. Healthcare and dental equipment were repurposed to make tattoo equipment.

70s with the punk subculture. Not when it originated, just started becoming a widespread thing to do. Became more casual outside of youth subcultures around the 2000s.
