Will read this later. As an answer, it is usually a pretty long and rigorous investigation. They interview the seers, analyze the messages, look if there are inexplicable things, etc.

They usually are very conservative about this, since the scandal of allowing a fake one to be "approved" would be pretty bad. Even the biggest, clearest example where something supernatural happened (Fatima) took years for the decision to happen.
