is it possible CIA used trained hypnotists to create serial killers in the 70s and 80s? Like to make people less relaxed, more agitated, more focused on tv news, trusting "specialists", trusting the police, etc.

If that is the case, is it fair to say that it would be a crime equal or at least close to the holocaust (even if I consider 6 million jews died, which they didnt but let's assume they did) ? I think far more than 6 million people american suffered health issues and raised kids with many mental problems because of those experiments
