If it was it shouldn't affect other countries with white populations like USA, Brazil, Australia, else, yet here we are.
If this is a 'punishment' then the reason is abandoning culture (like religion, child rearing, etc.) while adopting methods that don't keep birth rates in check (feminism, sex revolution, etc.).
