At one point a random guy named Little Stephen (who's origins we know nothing about, but he certainly wasn't who he was claimed to be, not even Russian) showed up there, and all the locals thought he was the deposed tear Peter of Russia. Little Stephen never claimed to be so, it was just a rumor started by a few villagers who liked him, but because of this they decided to make him Tsar of Montenegro anyway.
He proved to be an excellent ruler, uniting the warring peoples of Montenegro, who'd been fighting blood feuds with either since the dawn of time. Eventually though the prince bishop (technically the true ruler of Montenegro) received a letter from Russia telling him Little Stevie wasn't actually Peter, but the people liked the tsar so much that they just imprisoned the bishop and let him keep ruling.
Basically no one outside Montenegro liked this. Catherine the Great of Russia put her army on alert, fearing Little Stephen would try to take over Russia. They would later send a delegation to arrest him, but he proved so popular that they let him go and even made him an officer in the Russian army. The Venetians would try to poison him but failed. And the ottomans would invade Montenegro to get rid of him, but they would be defeated. However unfortunately his luck would not last forever, and while preparing an invasion of Turkish Albania he would be murdered by an ottoman assassin. After his death Montenegro would fall back into infighting and chaos.
