You can't talk of the homicide rate in LatAm without talking about drugs and slums.
76% of our homicide victims are black or brown.
Nearly 50% are between the ages of 15-29.
Apparently, the homicide rate for whites, Asians and Amerindians is 10 per 100 thousand, similar to New York in 1995. Still unsafe, to be honest, but it can vary a lot. In São Paulo the homicide rate as a whole is apparently 5,11, so for whites it must be, I don't know, maybe 3,0 or 2,5.

No it feels less safe and objectively despite still being relatively safe we can't be in the same category as high-trust civilized societies like east-asia or pre-brown west europe.
There's been an increase of mentally ill gypsies screaming in their southern accent near my house and cars loudly blasting oriental music (turbofolk, cajke or whatever the fuck they call them). And just after it started to decrease during the last few years. Croatia is literally one of the safest countries in Europe. A couple gypsies doesn't change that in the slightest.
In any Croatian town you can roam the streets at night at 3am in any corner and you're completely safe. I am a Croatia hater but one really good thing about Croatia is how extremely safe it is.
