Born in 93, I can attest to that. My parents had a minitel before I was born and by the time I was old enough I was playing Fifa 1999, Freddi Fish, Pajama Sam and Spy Fox on our computer.

We had an internet cafe/LAN center culture and given the economical situation it just made sense. In 1996 the equivalent of a single USD can give you an hour of internet cafe time in my country, while an arcade machines needed a quarter, the arcades just didn't stand the chance given the price disparities.
I have a lot of fond memories of playing Counter-Strike and Warcraft 3 custom maps from that time.
Unlike Asia and South America, Europeans don't take fighting games seriously because the arcade culture doesn't exist in Europe from the beginning.
They gave everything they had to Counter Strike.
