Why russian movies have this weird voice-over when someone speaks in a foreign language?

>it is an old soviet movie
This happens in the newer ones as well.

Poor Slovakia and Belarus. Also it seems you need around 15 million speakers of your language to get a dub.

All euros dubbed their movies, mostly for chauvinistic purposes and because a good chunk of them are illiterate who can't read, with the exception of Italians who just made films this way due to international casts, they even dubbed Italian actors with other Italian actors

It's mostly dubbing here. Voice over still exists, but was predominant like in 2000s and maybe early 2010s.

Because you need to understand what they're talking about? Normies don't like subs.

It's all dubbed here these days. The movie dubbing is essentially good.

I don't understand how one can watch movies with dubbing. The voice is not synced with lip movement at all so it looks incredibly stupid, on top of that actors voice often doesn't match the original voice and feels out of character

Why would you post such an inaccurate map? Cinemas use subtitles or dubbing, lector is for TV only.

Because it became a part of style for shitty movies to have voiceover with very delayed voicing when people speak foreign languages in a Russian movie to illustrate the foreignness
