Online Blackjack (with real dealers) usually have rules that eliminate all the edge that you can get from card counting. So in theory they aren't cheating, it's just extremely rigged against you by design. Virtual blackjack can be fuck whatever the designers want it to be so yeah likely an outright scam that's not even being disclosed. For a fair blackjack game you need to go to a casino with good rules, but as soon as they realize that you're card counting they are kicking your ass outta there even if you haven't won at all.
