When you walk in look around the room, when you lock eyes w someone, sit near them.
If they glance at you a few times, find an excuse to talk to them.
A cheap first step is to just go to the bathroom for a sec and ask them if they can keep an eye on your things. Then when you come back, say "hey thanks a lot! Btw what's your name?" Don't linger in a convo.
The idea is to keep the exchanges short so as not to be too much, if she likes you, she'll start talking to you and that's your cue.

Coffee shops (particularly the ones full of uni students and young remote workers), coworking spots, themed meetups (like business or books or w.e), university libraries, hip bars in the afternoon where people are on their laptops.
