As for the Soviets, you may be right about the metal scene—I’m not much of a metalhead, more of a punk/postpunk enthusiast, so I don’t know USSR metal at all. I just remember music nerds crowing about a few bands described as punk or post-punk or art rock back in the late 80s and finding that they all just sounded like noodly jazz- or prog rock with poor sound quality.

As for the technical proficiency, that’s no surprise to me at all; one of the things that the Soviets were undeniably really good at was formal music education. So I suspect a lot of the best Soviet shredders were spawned by state conservatories where they were classically trained once upon a time, unlike most of their Western counterparts.
