50% of people use illegal narcotics in their life, and only 5% of those who try it get addicted at any point, and of those who get addicted 90%+ eventually sober up. Drug use is an exaggerated issue. If someone gets to the point that they are homeless due to drug use, then yes they should be forced into rehab, but beyond that I don't think the government needs to make consuming narcotics illegal.
