Scotland did not have a national parliament. But the analogy is wrong. The Serbs present us as some kind of 'stableboys' while they themselves in the Turkish Empire could not even dream of anything from this list and the status that the Croats had in the Danube Monarchy. They talk about their 19th century when they gained autonomy from Turkey as their golden age, and Croatia had all that and more the whole time. As a basic rule you cannot be liberated by a more primitive country. It is like a crackhead burning down your house so you don't have to pay property taxes anymore. A less developed country cannot liberate a more developed and pleasant one because they have nothing to offer. I find it really strange that Serbs, Russians, etc.. don't understand this. Dalmatians built a nice coast and Austrians and Italians built pleasant smaller continental cities for Croatia, with a few grand Hungarian buildings here and there. There is nothing Serbia could offer to Croatia because Serbia is a less developed and more unpleasant country
