The jew is obviously right. Just look at the kind of lamguage you use every day. You always mention the the weekday and the day of the month, sometimes the month itself and hardly at all what year it as that's obvious. In terms of time It's usually the hour you use the most (or things like midday, afternoon, etc.), then minutes to be more precise (e.g. 10 past X hour) and you hardly ever mention seconds irl.
