Because the concept of "white" as an exclusionary racial mechanics comes from the introduction of european colonialism, which happened when the reinaissance was fading away and Italy was becoming more and more irrelevant.
Then the protestant war split europe away from papal influence, and the industrial revolution was the final nail in the coffin of sourthern europe which started lagging behind the north in most aspects. Inevitably, this led the us being viewed as lesser, and as such we could not possibly be "white"

you can do it regardless of looks.
