i'm in pennsylvania and I've seen like... maybe a dozen spanish speakers in my entire life, and it's always at Walmart or Goodwill. It's always little brown people in a small group.

No, it was an option in high school but the Spanish textbook was more expensive so I decided to keep studying English. Also the Spanish questions in our unified entrance exam for universities have longer texts so you are better off chosing English as your foreign language option

I did, but not in this one of my countries. I was born and mostly educated in the States. I studied both Spanish and Russian in school there.

In this country, almost never. There are Spaniards, and, curiously, a number of Dominicans in my city, and I have a couple of Spanish friends, but I mostly speak English with the Spaniards—partially because my wife is usually with us and she doesn’t speak Spanish. The only Dominican I’ve ever had an extended conversation with here was a cleaning lady who spoke functional Swiss German.
I spoke it fairly regularly in the US, though, and I go to Spain now and then. I’m conversationally functional but nowhere near fluent… probably a low B2 nowadays, although I just barely passed a c1 exam to get college credit back in the day.
And I speak a retarded caveman’s Russian if I’m lucky. I had a lot of grammar drilled into me, so I remember all the case endings, but I remember almost no words to inflect.

No, i picked English. Before high school i don't even remember Spanish being an option.

No and i don't see the point. Within 10 years or so we'll be able to get an elon musk microchip that does live translation, or just use our phones. Language barriers will be effectively eliminated.
