They most certainly do not pay 3/4th of their income tax. They write it all off thanks to our complex tax system's unlimited flexibility.
Hell I haven't even paid taxes in like 6 years. I just calculate what I owe, donate that much to charities, and write it all off.

I read it correctly at first but assumed you'd meant to say 3/4ths of their income goes to taxes because similar hyperbolic claims are made on the regular, and your writing "U.S" rather than "US" or "U.S." increased my predicted odds of you spouting some nonsense. Guess I should've given you the benefit of the doubt. To answer the original question, it'd probably be some underdeveloped place, or, if non-citizens are counted, some gulf state with a bunch of quasi-enslaved migrant workers.
