But my younger brother is in your position. He's 26 and got his degree in both civil and electrical engineering. Zero job offers. Not even a hint of one. He works as a part time cleaner at Ica now.

Experience always win. They are not gonna pic some fresh out of uni engineer. They will pick the first name with actual years of experience and toss the rest.
That's how that works.
Because in the end, engineering is usually not a job where multiple engineers are hired.
Unlike my job for example where a company can hire 20-30 people with the same qualifications because everyone is needed. The more, the better because time is money.
