All of those products contain 1 - 6 %ABV in the US. Not every brand of mouthwash does, but most cough medicines in the US have alcohol in them OTC. The idea is the alcohol is not intended to be drank for intoxication but as either some catalyst for the other ingredients or for some sort of pain relief from the drug's depressant nature.

if you knew how monopolized the grocery stores are here the selection would be wine, red or white of generic brand for 4 times the price and 3 types of booze, vodka, whisky or cognac, also generic brand and overpriced. meanehile the selection in our goverment stores are 35 000 products. few if any have them all but you can order the most obscure drinks and have it in days. and its not overpriced just flat rate taxed. expensive products can be cheaper here since its only the tax thats added not a % rate profit. our store thats close to russa had to hire russian staff since 1/3 of their customers was ruskies who came to buy upper class stuff that cost twice as much if they could get it at all in russia.
