I don't understand how 限る is used here in the left panel. My guess is that she's saying "For someone with such a plain face, she's got a bad personality". Here 限って would correspond to the "For someone with..." part in English, basically assigning a certain quality to someone. And the rest of the sentence basically expresses surprise that someone with such quality (plain face) would act in this way (with a bad personality).
Is this correct or am I way off?

Your understanding is entirely correct.
In modern Japanese, "Aに限ってBだ" is sometimes used as a nuanced expression of criticism or dissatisfaction, as in your example,
>"A person or a thing having the property A is, in fact, contrary to apparent expectations, always B (B is usually something negative)".
I don't think dictionaries or other sources detail this point, and I'd like to hear other Japanons' opinions.

Yes, this is how I was interpreting it, but I couldn't write it clearly enough. のに would carry the meaning of surprise about this one specific situation, where as に限って is a generalization, right? So are のに and に限って different like this?

I think that >>211963773 is pretty much correct, but from my interpretation there doesn't necessarily always have to be an attempt at implying surprise that A kind of people are more likely to be B. There are cases like 美人に限って性格悪い where I would feel that there is surprise at the fact that 美人 are more likely to be 性格悪い, but in this particular case I felt that there was no such implication and the Aに限ってB form was only used to be able to give two pieces of information about the person being talked about, A and B.
That being said, my idea of it being possible to use it only to give more information to the listener depends entirely on me not feeling that one wouldn't be shocked at normal looking people having shitty personalities, so it may not be particularly useful.
I do think that your explanation was very good, and even if you had forgotten to mention something he can probably naturally pick that up himself while learning the language.

As a side note, I think it's funny that I immediately knew what 革ジャン and チョッパー乗り meant just from reading and listening to a lot of English (I haven't seen these exact words in Japanese before).
