it's not a commieblock probably, it says "kommunalnaya kvartira" which in Russia usually refers to a flat in either pre-communist housing or sometimes to pre-Khrushchov housing and only since the Khrushchov era "proper" commieblocks were built, but they are rarely ever "communal apartments", most of them were privatized after communism collapsed.
