If a European (French in particular) wanted to emigrate to Latin America, which country would you direct him to ? Let's say he can make middle/upper middle class income there.
In terms of being safest, friendly, decent quality of life, possibly somewhat white so he can integrate easily, they don't hate Euros or have drug cartels or favelas, etc.

So far my eyes are set on Uruguay. Seems very nice and quiet and liveable. The other 2 would be 1/ Argentina but their insane president seems highly untrustworthy and 2/Chile but apparently the quality of life is quickly degrading and it's poorer and browner than what they are telling the world it is.
