As someone who has worked in HR and is now in a very similar position to yourself, these fake postings mostly serve to give the illusion that the company's doing far better than it is and can afford to grow forever. Most of the resumes are never even parsed through by human actors, it's mostly AI reading AI generated resumes now.

It's impossible to tell, at least in America, because even places that are hiring usually won't go out of the way to extend the common courtesy of letting applicants know they're rejected. It's easier just to ghost them.
