East German development was based on the idea of a planned economy
Factories and mines were built with planning in mind and once this system collapsed after, investors didn't want to keep these factories and mines open and so they collapsed
Meanwhile West Germany had already been thoroughly integrated into the increasingly globalised capitalist system and so just kept on improving
With the rise in globalisation coinciding with the fall of the Berlin Wall, investment in East German industry was just not that attractive and so industries never came back, leading to towns with no work and no real future
Anyway I just made that all up
