Yeah it seems pretty obvious that guilt based cultures are morally superior.
And I also don't see much difference between shame and fear cultures, both rely on you being afraid of the consequences from other people rather than your own consciousness like in guilt cultures.

This is probably also why many Muslim migrants behave so subhuman in Europe.

Guilt = I did something bad, that's intrinsically bad, I feel bad, I would feel bad even if no one saw me doing it
Shame = I did something bad, I hope no one will notice, or else other people will think less of me, and I will lose face
Fear = I did something bad, i hole no one will notice, or else they will do me harm

Across cultures, across individuals. You're getting hung up on how it's primarily enforced, which is another cultural difference.
And we still have witch hunts and shaming all over social media, so the western mind is obviously as primitive as it ever was.
