Why are they the only states that have inner state cultural regions? (North California vs South California, Western Washington vs Eastern Washington, NYC vs Upstate)

They aren't? Colorado has Front range vs West vs East. Illinois has North Illinois (basically Chicago) vs South Illinois. Michigan has the UP. Missouri has like three distinct cultural regions. Florida has North, South, and Center. TN has West, Center, and East.

Oh, and Pennsylvania has East vs West too. Oregon admits the same division as Washington.
