Wasnt the case before tho, I can speak mainly for Varna since I was raised there, it was always considered the "best city to live in" here, and used to mogg Sofia in almost all paragraphs. Altho to be fair, Varna is getting better in the last few years especially, its the only region with growing population aside for Soyfia.
But the biggest issue is that everything is still done mainly for Sofia. Sofia needs a new road/metro line/kinder garden/school/whatever? Its financed with the national money... Varna needs the same? Nope, only the municipality's budget, maybe in 10 years, you'll collect enough
Doesnt help that the fucking Sofia-Varna highway STILL hasnt been completely built, 50 years later, which would bring LOTS of investments here
