Wrong. The instruction says that "men are prohibited from looking like women and vice versa". It doesn't say how. The easiest way is to simply grow a beard for men but if your overall appearance is unmistakeably masculine (as it is in your culture), then it suffices. It goes the other way too. Plastic surgery or cosmetic treatment is actually harus (permissible) for women who have moustaches or beards to remove them.
