Government apartments all went to the immigrants instead.
Today the housing queue in Sweden is around 4-6 years depending on the city and in Stockholm it can be as bad as 20 years in the better areas.
Even if you can live on bux and have your rent paid, it's ultimately up to you yourself to find a place to rent.
And that is made even harder considering most major landlords having "stable income" as a basic requirement for renting so the basic unemployment bux is not valid.
That leaves perhaps 2-3 landlords in the entire country who might have a few hundred apartments in the major cities as the only option which only further complicates things when you need a place.

Basically the only reliable way to find a place is to either buy one or pay premium for a short queue landlord who charges extra for it. Not something NEETs can do.
